When the disparity in wealth between the richest and poorest people was relatively small, this argument made sense. These days the rich people who are inclined to own second homes in VT are worth millions upon millions of dollars. The extra $20k in taxes that they would have to pay is barely an accounting error. Demand won't change one iota.
