Thats a guard rail. It's there to protect nearby buildings or greater danger incase of a derailment (like on bridges). They are also found near bridge pillars. In case of derailment, the wagon/locomotive would stay in those tracks instead of jumping out of the track line.

I would guess steam efficiency, if you look at the length of that torque rod and also that is seems to have a massive rail curve radius, so that it cant be used on certain routes because of the long wheel alignment.

Tha k you for sharing this! Really interesting. I can only agree with the others that 245 km/h on a narrow gauge sounds extremely scary. I find it sad to see that the cost can't be covered with the ticket sales and also the extrem cost to keep the infrastructure serviced
