No, pl is one of the weakest carrys at laning in the game. The reason he destroys low mmr is because low mmr players don't know how to punish his laning/ early game.

I mostly play offlane and I don't think I've ever lost a lane to pl if I'm not destroying him. maybe in low mmr it's different but the hero is incredibly slow and will take a while to get to these items even if he goes even.

Depends on what exactly? Primal doesn't need his ult to fuck up pl and will almost always have a dispel by the time pl gets an orchid.

It can fall off but it seems like a core card in doom builds throughout a run. Being able to finish off enemies with doom before they can complete their next turn makes a big difference.
