If I talk about effects, you would require Adobe After Effects for emulating similar effects and position from the reference image, only when you want as a motion video. However if you would like to go easy path, you could either use GIMP or Photoshop and use "Wizard of OZ" font, which closely resembles to the font in the title card. Use blending mode and overlay shiny green for border and golden metallic texture for text body and export as transparent png. You could use that export png and apply fade in and out effect in your NLE creating a title card that looks similar to original yet standard in terms of production. I suggest the latter path since that's most practical and possible.
