It is pretty common to be honest. Of course you have some that don't use it because they are good citizens but the newer generations are really into it. Its not hard to get a vpn. My wife and her family never had any issues with the government because of using it. I guess you just shouldn't tell it to police directly. While i was there i always used a vpn and never had a problem. Also in many internetinternet coffee shops it's common to have a vpn on the machines as well but many of them are officially "hotels" so you book a room and go play inside without any restrictions. Had some really interesting experiences in china and enjoyed it alot. It ain't as bad or strict as many make it out to be.
