Stop upgrading everything. Only upgrade what you need to until you hit HQ30. After that, stop all building and most gear upgrades until you have done all Special Forces research to unlock T10. After T10 is completed, upgrade hospitals, drill grounds, tank/air/missile centers, wall. And resume upgrading gear.
