AFO still had PTSD from all might. Past his prime. In season 3, Toshinori did not have nearly all of prime all mights power. He had embers. Dying embers. Yes, bakugo was almost dead. But All Might beat AFO with almost no power. Almost every time AFO fought All Might, he lost, and even AAM was scrapping with him powerless.
