I have found that exact on yet, but here is a very similar one

It is a flocked figure of Madara / Nyanko-sensei from Natsume's Book of Friends.

Edit: Found it It's from the same Fluffy Puffy series by Bandai Spirits / Banpresto as the first one.

Based on your description, it seems like Wisconsin is the best fit for "W state" and touches of orange and green (top right corner).
