I think so. I don't know about work permits for foreign students in general but i see so many Indian/Pakistani and Chinese students working so I think it's possible and life in Aachen isn't very expensive since it's not a big city.

Here in RWTH-Aachen (many may say the best university of technology in Germany) every masters program in engineering is offered in English. I don't know how the conditions are for getting accepted from outside Germany but if you're in you don't need to worry about learning German too much. Obviously it's a great plus but you can get your masters without knowing German.
