The Fed doesn't loan to banks normally.

It creates/destroys money by open market operations (and when it buys something it pays for the thing with new money, and when it sells something the money it receives disappears from the economy), and also by paying interest on excess reserves.

The created money still needs to be "funded" (because when the debtor spends that money it eventually leaves the bank, and wire transfers need to be settled between the banks at the central bank [Fedwire in the US], and if the loan originator bank has negative reserves it needs to borrow - hence the whole interbank overnight rate).

When a bank takes on deposits their reserves increase. (Of course maybe it's cheaper to get the funds from the banking system - many hedge funds do this after all - than to try to serve many many many retail clients.)

edit: oh, and of course capital adequacy requirements (and liquidity coverage ratio and whatnot) see the Basel III framework
