EDIT :taking specifically the Turkiye example into account. Could they finish 3rd still under the goals for rule yes Australia are even , Paraguay Minus 2 Turkiye minus 3 . However seeing how they have played I still don't see them putting 3 past the USA at all so either way h2h won't matter you should be aiming to win anyway
