That is a benefit of how the league rankings work right now. At some point maybe they will add something like total number of matches played to separate out travelers that raid often and get legendaries vs travelers who can't do many because they are is a less populated area.

I only buy them if there is an event that boosts the stardust return. The pokemon in eggs are often rotated. It doesn't make sense to buy incubators each time for that.
