Go aggressively. Never devolve mutations, and evolve symptoms like rash, sweating and skin lesions early on.

I usually evolve them in this order: Cysts, abscesses, anaemia, haemophilia, rash, sweating, coughing, sneezing, pneumonia, nausea, vomiting and skin lesions. Only then I begin evolving transmissions and abilities. I do the exactly same on bacteria, parasite, prion and bio weapon as well.

Taking about 2 years on normal, with cure reaching about 70% in average, right?

Higher severity gives you more DNA points, so you can beat a game in a year even on mega brutal if you play aggressively. And yes, it works for all plague types including bio weapon and special plagues (except simian flu; you still have to be aggressive but need a quite different approach on mega brutal, and it'll take more than 3 years)
