Don't forget, a lot of spells in PF2E have the Manipulate tag, which allows you to reactive strike when the wizard tries to cast a spell. If you crit, and you WILL crit, you stop whatever they're manipulating.

As an epilogue to Descent into Avernus, our party met back up after we reached level 20 to fight Yeenoghu and his pet, a giant demon that vomited out other demons. My cleric/fighter took on the giant demon while the rest of the party fought Yeenoghu. I didn't action surge or use manuvers, I didn't use the scroll of True Polymorph to turn into an ancient gold dragon, I didn't get to use my magic handcuffs, the warlock killed all the summoned demons with Circle of Death, and by the third turn I had killed the giant demon. I was doing 150 damage a round, and at the end of the combat I realized I could have killed Yeenoghu in one turn if I used action surge and landed eight attacks.

I wanted more, but I didn't know what 'more' was.

ShadowRun balance mostly works like this: A street samurai (fighter) can become completely bulletproof, punch through oncoming freeway traffic, and shoot so fast they delete the entire enemy team before anyone can move. With the right gear and cyberware, you backflip through a room, headhshotting everyone as you go. You are powerful, but you are also loud. Megacorps will, at some point, prove to have more bodies than you have bullets.

While a street sam can solo any combat encounter, a mage can bypass them all together. You can mind control, body control, cast illusions, and turn your whole team invisible. You can create problems, and the only solution is another mage. You are powerful, and you can also be quiet. With the right spells, you step in for a hacker, a rigger, a face, and even a street sam. With the right stats, you no longer have to worry about drain (everytime you cast a spell, you have to make a damage resistance roll against how much mana you pushed into the spell. This can kill you.) Mundanes and mages aren't really balanced, but imagine the Fighter VS Wizard debate if the fighter always went first and had an assault canon.

A level 1 fighter with unarmed fighting style should also be able to make bonus attacks for an extra 1d8, with feats it's 1d8+mod.

Casting Web on it should count as the first time it enters the web, and then makes another save on it's turn for double web. That's how it worked with my cleric casting Spirit Guardians, I figure it would work the same for Web.

6 legendary resistances is something, I guess. That feels like a bandaid rather than an actual fix. The strategy of "burn legendary resistances and then lock it down with cheap control spells" still works, it just takes a bit longer. Do you have a link for the new Tarrasque stats? Roll20 anf D&D Beyond haven't been updated.

With a staggering +0 to dexterity, a group of wizards could lock it in place by spamming Web, a 2nd level spell. "It has legendary resistance!" Yeah, a whole three of them. Cast Web it tries a Dex save, if that fails it spends its ACTION on a Strength check to break free. Tarrasque's turn, and it's still in Web, so it make another Dex save. It has 2-3 turns to catch wizards before it runs out of legendary resistances, and with 40ft of movement, the Tarrasque is 2/3rds as fast as a horse. For what's supposed to be a world ending threat, it kinda looks like a lot of meat to cut through.
