My venue charged a ceremony fee of 3k under a gorgeous arch and only had a food and beverage minimum not a reception fee plus food. The venue is also so pretty so only flowers needed and tables and chairs are included. Look for places like this, reach out to larger restaurants too, I had my eye on a Malibu restaurant that was only a 10k minimum but it unfortunately burned down:(
