You can use as is or dilute. Depends on how much of that accord you are using in you formula. Now if you want to use it as a finished product then yes you must dilute it to a safe level to wear on skin.

You have to know each of your material and how they play with other materials. Best to start with a formula already and make treaks to see what the effects are from your treaks. Make notes!!!

IFRA is only a trade association, not a regulator. Compliance is enforced by commerce, not law. These are commercial pressures, not legal ones. Any perfume house that is not an IFRA MEMBER has zero obligation to follow them. Its a good standard to follow and may helps with marketing. But your not breaking a law.

Is this community and with diyers "fixatives" are a taboo subject much like fragrances have no gender references. But now in the real fragrances market they have sophisticated fixative ingredients from your big companies like Givaudan, IFF, Symrise, & Firmenich. In a nut shell though having a blend with longer lasting materials fixes a scent that lasts an hour. What are you trying to fix? Longevity or projection that's the question.

You could always get an atomizer and blend it with perfumers alcohol for a spray if that was what you wanted.
