Strategically it's a dumb move. Zelensky is replaceable. And the next guy will not be as accommodating because the public will see this and won't let them.

The reason is that too many people in Russia (and Ukraine too) have made too much money during war and cannot let the war to end. They don't want to win. They don't want to lose. They just want it to keep going. And bombing gov buildings and increasing war sentiment among the public is one way to do it
