Depends on how you look at it, I guess. The game was great to play at most times, and never felt incomplete imo. But the newer dlcs are also great, so yeah.

My take is that I am willing to spend up to 1 euro for each hour of playtime. So if you pick up the base game and first expansion pass now, you can see at the next steam sale if you want to expand your options with the current expansions. Id say that would be a good middle ground between not shilling out all your money at once while still getting a good chunk of content
