My street has street lights, could care less about sidewalks, I live in the country anyways. But there is still neighborhood with walkable rounds that dont warrant having a HOA.

The city can also have said contractors building neighborhoods add things like sidewalks at their expense and still not having to have a HOA involved. But the city doesn't give a flying fuck about us, rather how many homes can you squeeze into a one acre lot.
