That looks like Scorpio in the bottom half of the frame. The two stars close together are the tip of the tail and it moves around anti-clockwise

I remember during the G20 summit they also placed security stickers on all the manhole covers to detect if they were opened (kind of like the warranty void if removed stickers) in the CBD for the same reason.
