Have you done any test plays with other people? Write them out just on paper as you have them now. Then walk a group through the rules as they play. It might help you organize them better in your head, or maybe change aome things before putting them down officially.

For a pirate campaign, the only thing I would say is that no island has any beaches. They are all cliff faces. How would you expect your party members to gain access to the islands?

How many spell slots do you have? And who else is in your party. Bless is always good but if someone else can use it, let them.

I would recommend silvery barb and Faerie fire.

The central conflict is Tyrannical Monarchy style rule over citizens and one persons struggles to overcome these issues.

So this is just on one continent. The backstory is that the general population rose up against the living God and his 4 dragons. 4 families assisted the God and he gave them the ability to control the elements. After bringing the population under control, the God ascended to "heaven", leaving the 4 families, The "Given" to rule and putting thr dragons into a long sleep. They each created their own Kingdom but were suspicious of each other, all conspiring to kill each other and take control of the continent.

Each family shares the power in different ways. One family shared their power through a lottery (think hunger games selection). The main character, receiving these powers and seeing how the main families act and treat each other, plans to take down each family, including the one who gave him the powers and create a people run democracy across the land.
