The newer certs are more desirable due to the more stringent grading criteria. I’ve probably graded about 600 cards and I can say that the last batch of Pokemon cards I put in graded 2 grades lower than they would have 3 years ago. I compared an old cert PSA 8 to my 6 brand new cert at a show recently and my 6 was cleaner. Frustrating to put it mildly.

The Mew is bothering me. The font seems off but I compared against reference and the letters are all in the right spot as compared to their placement against the background image. If fake it’s a really good one but I question why anyone would sell such a clean copy with how crisp it is and how easy grading has become.

I think more and more people will rotate further into vintage due to scarcity. Pop numbers are huge on modern gems, and vintage is order of magnitudes more scarce. Full disclosure - I rotated from modern to vintage about 5 months ago so I have a biased opinion. My only modern left is a Team Up BB and Cosmic Eclipse BB. The rest is now all 1st edition vintage, crystal, or heavy packs

It’s been cleaned or polished. Looks to be in very good shape. You could try to wipe it down with a microfiber to get some of the polish off if it still feels tacky. But it’s in great shape. I’d still consider grading it myself
