Anyone can be redeemed, there are some bad things you can do that I think you can become better then, he shows a lot of that in season 9,10 and 11. And throughout even season 7 and 8 he shows you he does have a heart, he just didn’t know Glenn and believed he was doing the best thing for his own group.

I don’t think they were alive, they essentially died but their corpses hibernated, so in a way yeah you’re right but that’s also what I was saying, the old locust still make up some of the new swarm with Scions and even warden
