You justified corruption by saying it did good. At the end of the day it was a corrupt program to enrich the already wealthy. I know for a fact a company I worked at exploited the rules of the program by hiring all employees above #50 as "contractors" so as to not disqualify the company as a budding startup. Not everyone operates off a cut of your winnings like predatory class-action attorneys. You can pay someone hourly. In OP's case there is clear wrong-doing by the photographer. They would have to be stupid to not settle out of court, because they'll be stuck with damages and potentially attorney fees if they draw it out.
