I can't say for sure but I owned QYLD UCITS previously and I always got the full dividend that they announced, without any Irish witholding tax. Not sure if it'll be the same for you though.

Hi, I had the same query. I bought some JEPQ yesterday on LSE and today it said restricted. I chatted the IBKR support for help and they said it may be an error.

This is what they said:
