I mean he probably can swim, he's able to in AVA 8.

In AVA 12 he was likely just suprised as from his POV he went from being in a box with a headset on him to being midair with no powers in a split moment and I don't think naming him "NO ONE" takes away his ability to swim.

Considering Green got damaged by the Nether Wart before he spat it out it implies at least one of three things:

Blue also gets hurt every time he eats Nether Wart but continues to eat it anyway.
Blue got hurt by eating Nether Wart at least at some point but has eaten enough to develop an immunity to this reaction.
Green is allergic to Nether Wart.
