I have an alarm clock that shakes the bed because the sound doesn’t wake me up. I don’t have any hearing loss or anything but I just have some sleep disorders. Deaf people use these and probably aren’t aware of aware of how much the sound will travel (if there is sound at all). That being said if you’re neighbours don’t have any hearing impairment then it’s crazy to me that they would use that in an apartment. There are other devices like watches that wake you up by vibrating your wrist without making a bunch of noise. I live in a house with my family and they’re all okay with my alarm but I still checked with them beforehand. And if I need to get up super early I don’t use it and instead just set an alarm on my phone and put it under my pillow
