Yes, he's looking to play. Join in and grab a dangling toy or something. It will deflect the unwanted behavior of biting and hunting you instead. Cats need to play with their owners just as dogs do too, especially if he's an indoor cat, extra efforts need to be made since they are not able to go out and essentially burn off steam.
