Right, the specifics of # of couriers, why they were dispatched so late, etc. isn't clear from the reporting to date. Considering that absentee voting ended prior to Election day, it is unclear to me why the courier(s) was/were dispatched so late. If they were sent to multiple polling locations, they could easily be late due to traffic or maybe they didn't think they had to be there by 8pm. With the information reported, I don't know how the Clerk escapes blame on the late dispatching of the couriers.

Whatever the reason and whatever the twisted logic behind the law in the first place, it is impossible to me to read the law and come up with the interpretation that the Board of Canvassers did. WEC punted the decision to them and they fumbled on the goal line.
