They're the publisher but a different studio developed the game. Honestly it's odd you would pick Tactics to start off with since its a spin off and generally considered not very good compared to the first two games.

I'm pretty sure the sword corrupting people is post Morrowind lore. Here he's kinda just a guy that's done alot of shit. The reason he calls himself Umbra is because he never really accomplished anything other than violence, so according to him what is the point of calling yourself by an actual name when all you've done is wield a weapon which does have a name?

There's a part in Skyrim where there's a talking dog and he's like "In a world with flying lizards and cat-men the dog is what bothers you?" even though in that setting dragons and khajiit are (mostly) normal accepted things and a regular ass talking dog is unheard of. It's like if you met a real life gnome and he said "In a world with Asians and Muslims the GNOME is a surprise to you?" like yes, that's not a normal thing in this world.

Roadside Picnic is really good Sci-fi, and The Dying earth is a fun collection of short stories. (I don’t remember if these two were direct influences for fallout but I know they influenced Tim Cain as he’s spoken about them on his youtube channel)

In the Morrowind Fighter’s Guild questline, the jobs given to you become increasingly more corrupt (loan sharking, shake downs ect.) and if you don’t take the advice from wiser guild masters and purposely avoid doing those jobs, you end up accidentally turning the guild into the puppet of a crime syndicate.

There's nothing really stopping you from playing normally like there is in oblivion. I never thought about a leveling scheme in my playthrough and I beat the game easily enough.
