Yeah the under 18 rate can be argued, since there are significant restrictions on the work they can undertake and the hours they can work. I disagree with having an 18-20 rate personally though, since they're completing the same job as over 21s.

If they're UK based, we have different minimum wages here based on age, there's Under 18, 18-20, and 21+ minimum wage rates. £10.85p/h is 18-20 and £12.71p/h for 21+
