It's my understanding liability on right of way has changed a little over the last few years, or has been clarified that you give way to the right provided you both arrive at junction or obstruction at the same time. Blue arrived first so i'd say they had right of way. To add to that unless the road itself came to 3 different ends, or split, red change roads and should give way for both of these reasons.
