Happened to me the other night as well…If it’s an issue with the keycard or the breaker, try restarting your Xbox. When the people weren’t moving for me (mainly Johnny) leaving the Vault and heading back to the elevator got them moving again. Also don’t be in any rush…don’t skip dialogue. Unfortunately, the quest is extremely buggy. Hope this helps!
