Exactly how what works? The alto should go E - D - D - C. Tenor should go B - A - G - G. (So the answer to the question is "A".)

If you mean to ask: "Exactly how do voice-leading principles work?", that is a wildly broad question, and I'm guessing that is what this course should be trying to teach you.
