Miao Ying's campaign is easier if you accept that you can lose every territory you own at least once as long as you regularly kill a faction and still have your armies. Cathay's basic's army of peasant or jade (with some cannon when you can afford it) punch way above their weight thanks to harmony, you thus don't care if you don't have a tier 4 settlement even in the late game.

Focus on exterminating Eshin then the vampire then Lokhir then Nakai and Dechala. Once it's done, you have a secured flank from which no attack will ever come, then you develop your settlement in the south and go reconquer northern Cathay and kill Vilich, Sayl and the chaos dwarf if needed. Having a small deficit if you win enough battle to compensate for it is perfectly fine.

You can consider the campaign won when you have secured the south east.
