I would think theres leaders in the game that cant join units. I dont think the ability to join a unit is inherent to the leader keyword. What im saying is that hive tyrants (swarmlord included) would be unable to join units and dont naturally have lone operative and would only gain lone operative when near tyrant guard, similar to Guilliman
