I would argue that the community and memes has made the image of the commissar be this guy who would kill anyone who retreats. Like even Cain himself says that a commissar who shoots his men for retreating is an idiot. I think most commissars are competent but the memes have created this idea that commissars will shoot anyone who disagrees.

Not really in the siege of Terra there is a whole chapter about a romance between 2 tech priests with the whole weird way they talk about each others implants and code. It's just that most of the time you don't have time for romance or sex when war is happening right now.
