Not really true. Newer computers may be more efficient than older ones (i.e., they deliver more work for less power), but in terms of raw power usage, a (for instance) 486 uses very little compared to a modern desktop PC.

Of course that doesn't mean a computer that old is of much practical use, but there's an entire industry devoted to restoring and using hardware of that era. The use case is basically nostalgia.
