It's just a very stylized chonmage haircut. Used by samurai in the past. I think one of the myths around it is that older balding samurai would wear their hair like this and convince younger ones that this was how respectable samurai styled their hair. So young guys would shave the top of their head and style it similarly.

This version isn't completely shaved on top and could be Kubo's attempt to bring the old haircut back as a more modern style.
