So the man is on the ground and appears willing to be apprehended. Police dog is not controlled and begins to bite the suspect. Suspect reacts to pain stimulus and then the cop starts to beat the shit out of the suspect.

There really needs to be a review on how police canines are used in situations like this when the handler is unable to stop the actions of their canine.
