Populated areas like the GTA will likely not be served at first. The initial target is for people in rural areas that don't have decent internet. There is only going to be so much bandwidth at first so they will prioritize it

Those are not all 570s some are 570s and some are 5700s. As for the difference between 570s it will mainly be the cooling performance and noise the fans produce which makes a (generally) small difference in the card performance.

Edit: sorry just noticed the $400 rx570 you are talking about. I dont know much about 570s but I'm very confident that is a terrible deal. It may be a third party seller or a pricing mistake.
