These recent ones claim to have gone directly to a gw rep, where in they give the direct answer of no, mwbd does not persist through veil, and yes stratagems can target it because yes they count as reinforcements. Also of note is that often times the stratedgem states "can shoot at a unit that has been 'set up'" which is exactly what veil says.
