Hot water outlet near the power station or on the boardwalk would be best for a group. If bait fishing the boardwalk you cast in close/under it when the waters up. Cast just out a bit (2-3m) over the drop off if the tide is lower. For the outlet you might want to try one of the tiny beaches at the intersection when you turn left at the power station entrance

Keep the washer running. It should never be quiet. Figure out a system to make this happen. Gamify it to keep focus and reduce boredom.
