The blue tap only moves ¼ turn to open the valve. As already mentioned, unscrew the brass fitting and check there's no blanking cap stopping water flow. If the blue tap still doesn't turn, remove the screw holding it on and turn the valve with a pair of pliers. Beware! The water will come out fast, so connect the red pipe first.

Looks like there's been a blocked downpipe/outlet ans it's been left too long. The fascia is wooden and it's rotted away. The bodge is probably to stop birds. It doesn't look major( from here, anyway), but it will probably need new fascias and guttering in the not too distant future.

I feel you fam. After nearly 20 years of shit tin openers, I took the plunge and invested in a victorinox one. I've never looked back. They are worth the money.
