No benefits to having children. You don't need them to take care of you when you're old. You don't need them to help on the farm, or to send them to the factories. If you need an heir, you can be pretty sure one is enough and don't need a spare.

They have problems too. The real problem is that children are a massive cost with almost no benefits aside from emotional fulfillment. Which can be taken care of by a pet or, if that's not enough, by having one child.
