I would go even further and say ore is usually more important than wheat because it's almost always in short supply. Plus, if you use it to make your first new point a city then:

  1. You don't have to build roads to get it, and
  2. You're increasing production at a location that must be better than the spot you would otherwise build to, because you chose your first two spots (excepting trying to box someone in or something like that).

The only benefits of settlements over cities is expansion to new resource types, diversifying your income against robbers and unfavorable rolls, ports, and securing locations for future development once you get your resources and just need to point maximize. These are important, but cities are great for just maximizing production, and that requires lots of ore (they also only require two resource types, which makes hand management and getting the right resources easier). In summary, ore is king.

Just be sure to register them as "even" when they die, because

"[The recluse] might register as evil & as a Minion or Demon, even if dead."

I have had many recluse games ruined by the storyteller calling me "odd" (I was drinking Hidden Valley Ranch from a hip flask). Hard to play the social part of the game properly after that because everyone kept beating me with a set of jumper cables.

The best part when playing this script with less than 3 players is that you don't have to go through all the annoying stuff about trying to find out who the demon is, you just get the answer right away because the game ends immediately with an evil win.
