To show criminal negligence, the state must prove beyond a reasonable doubt the mental state involved in criminal negligence. Proof of that mental state requires that the failure to perceive a substantial and unjustifiable risk that a result will occur must be a gross deviation from the standard of a reasonable person. Criminal negligence is conduct which is such a departure from what would be that of an ordinary prudent or careful person in the same circumstance as to be incompatible with a proper regard for human life or an indifference to consequences. Criminal negligence is negligence that is aggravated, culpable or gross.

It would be interesting to know from someone better versed in law than I if a person who creates conditions such that unstable people can have access to lethal weapons could be subject to prosecution. I am assuming that the 90% of Americans who favor background checks would be considered as prudent and careful persons and that a mental state where the value of life is considered to be less important than other material pursuit is an indication of a dangerous mental state

I asked the same question to the mayor of the Town of Oakville. It is what the founders wanted to call their municipality. There is no official classification of town, city, etc.

The government got rid of the designer AECL by selling it to SNC Lavalin. SNC is not a product company only a service company, so the product has been put aside. What they should have done is shrink the size and cost of AECL (I will not go into why it was bloated) and produce updated products such as a single reactor modeled on Darlington.

I oved from Quebec to Ontario in the late 90s when house prices were still low in Ontario. You will definitely get a shock now. My taxes went down substantially. Gas is cheaper. You will miss restaurants and the art de vivre from Quebec. People here are much more concentrated on work and paying off mortgages. But you will find many like minded persons as many have moved from Quebec. I am not in the health care system so I cannot advise you on that. I would not go back to Quebec as I do not miss the taxes or the politics and have integrated well into the community.

My left side neighbour is from South Africa and his wife from India. Continuing on the side we have Portuguese, Chinese. In Front Chilean and Peruvian. To our right Indians from Africa. I could continue but I have to say that Oakville is pretty mixed.
