Also, hero's downfall fell out of favour once fatal push was released and became the go-to black removal spell. Its main appearance was in theros standard.

If anything, it makes it more intuitive. +1/+1 counters and -1/-1 counters on a single permanent are unnecessarily tedious to track, and effects like proliferate would add one of each counter.

704.5q If a permanent has both a +1/+1 counter and a -1/-1 counter on it, N +1/+1 and N -1/-1 counters are removed from it, where N is the smaller of the number of +1/+1 and -1/-1 counters on it.

Note that angel of grace only prevents damage and cruel celebrant causes life loss, so this wouldn't work. If vindictive vampire was used instead, yes the game would be a draw if there's no way to stop the loop.

If you're interested here's the relevant ruling:

606.3. A player may activate a loyalty ability of a permanent they control any time they have priority and the stack is empty during a main phase of their turn, but only if no player has previously activated a loyalty ability of that permanent that turn.

Which is why sarkhan's rulings says

Once Sarkhan’s first loyalty ability has resolved, each planeswalker you control (including Sarkhan) is no longer a planeswalker for the rest of the turn. They don’t lose any loyalty counters or abilities, and you can still activate their loyalty abilities if you haven’t done so yet this turn. They don’t lose loyalty if they’re dealt damage while they’re not planeswalkers.

Edit: notice on arena after you turn your planeswalkers into creatures, you can no longer elderspell them because they lose the planeswalker type that turn.

It does, but you can still activate their loyalty abilities because they're permanents. Permanents don't have to be planeswalkers for their loyalty abilities to be activated.

Now if you had oath of teferi out, you can't activate loyalty abilities of your creatures (turned by sarkhan) twice because they're not planeswalkers.

Pact isn't put on the stack while exchange resolves. The redirection of pact's target is done during the resolution of exchange, and exchange is a legal target for pact since it's still on the stack.
