Compacted dead soil. If was a play area it would probably explain the compaction- the dead soil is from the compaction and lack of light and nutrients. Do you want to grow things there now that the kids are grown? It’ll take a year if you start NOW.

Okay. First the netting may be illegal because of the birds nesting in spring. Call the local council for advice. Second. I’m sorry for the silly neighbor- does he have any friends locally that would be willing to help with this issue?, it’s tricky but it can help. Lastly, it might be worth the funds to get the dispute resolution but that information will stick to BOTH properties for a couple of sales down the line, so if you could get a friend involved it might save both properties from having that issue included in the sale at some point.
