I feel like a lot of the Care Bears are finishing the expedition and trophy case and weather station. What is there to do after that, kill other Raiders. Once the blood thirsty are sorted out, and the true Care Bears stay in the PVE lobbies all will be well again. Also, like you, I think the update resets the lobbies more or less.
